Organizers
Jiu Valley Miners
Commander: Ioan Constantin (Costică) Dobre; Gheorghe Maniliuc; Dumitru Iacob
Strength: 35,000

The Event

The largest mass protest in Romania before 1989. Triggered by legislation raising the retirement age from 50 to 55 and revoking disability pensions, 35,000 miners struck across five mines. Ceaușescu personally flew to Lupeni and conceded all demands on-site. Within weeks, all concessions were retracted.

The Jiu Valley Miners' Strike of 1-3 August 1977 was a mass labor protest centered on Lupeni, where tens of thousands of miners confronted the communist regime over pensions, working conditions, and broken promises. It became the largest open workers' protest in Romania before 1989.

Outcome

0 direct deaths during the strike; hundreds subjected to torture and internal deportation post-strike; ~4,000 forcibly transferred

The recorded outcome favored Romanian Communist Party + Securitate.

~4,000 miners forcibly transferred out of the region; leaders sentenced to 2–5 years internal deportation or correctional labor. A massive Securitate informant network was subsequently planted in the mines and remained until 1989.
